Is the TIDIG 5-spotlight max wattage per bulb or for the whole unit?

The maximum is listed as 35W.

Does that mean that I can only go up to 7W per light bulb? Or 35W per bulb?

TIDIG (Ceiling light with 5 spotlights) 

IKEA only sells very dim (380-400 lumen) GU10 bulbs so I wanted to look into getting higher-lumen ones, but they are 8W.

IKEA recommends using 5 pieces of LED bulb GU10 https://www.ikea.com/ca/en/p/tradfri-led-bulb-gu10-400-lumen-smart-wireless-dimmable-warm-white-3040... That means you can use a total of 5x 35watts light bulbs. it's not recommended to go higher in lumen, it may lead to a fire hazard and breakage of the glass shades.
